LT Surveying was contracted by Summitline Construction to provide comprehensive construction surveying and staking services for a large-scale project. The scope of work involved reviewing and coordinating CAD files and PDF IFC drawings provided by Summitline Construction to ensure accuracy and address any discrepancies prior to staking. Given the size and complexity of the project, LT Surveying compiled the various CAD files and IFC drawings into a unified, up-to-date CAD file to serve as the primary working document for the entire project.

Following the review process, LT Surveying generated precise staking points to be provided to the field crews. These points guided the staking of key construction elements, including the center of piers, foundation corners, and offset points, as well as the establishment of benchmarks. In addition to staking, field crews were tasked with conducting as-built surveys as needed throughout the project.

The successful execution of this project ensured that Summitline Construction had accurate, real-time survey data, enabling efficient project progress and minimizing potential delays or errors. LT Surveying’s attention to detail, thorough review process, and effective coordination of CAD files played a crucial role in maintaining the integrity of the project’s design and ensuring accurate field implementation.

Union Pacific Railroad Bridge Replacement

LT Surveying was contracted by UPRR (Union Pacific Railroad) and CnR Construction to provide

preliminary surveying and construction staking services for the replacement of outdated timber railroad bridges with new concrete and steel structures. The project aimed to upgrade UPRR's infrastructure, improving the safety and reliability of its rail network.

LT Surveying’s initial responsibility was to perform a comprehensive topographic survey of the existing bridges and railroad tracks, capturing detailed data that was then provided to UPRR for the engineering and design of the new bridge structures. Following the completion of the design phase, LT Surveying was engaged throughout the construction process to ensure accurate staking and alignment of the new bridges.

Given the operational constraints of the railroad, bridge demolition and construction activities were scheduled at night to minimize disruptions to UPRR’s transportation schedule. LT Surveying’s role during the construction phase was critical, as the team was tasked with marking the precise horizontal and vertical locations for the new bridge placement once the old bridge and tracks were demolished and cleared.

The project was characterized by a fast-paced construction environment, with only a 12-hour window available each night to complete the demolition and installation of each new bridge. LT Surveying’s expertise and efficiency were crucial in meeting the stringent timeframes, ensuring that the construction process proceeded smoothly without compromising safety or precision.

By providing timely, accurate surveying and staking services under challenging conditions, LT Surveying helped UPRR and CnR Construction complete the bridge replacement project on schedule, contributing to the overall success of the infrastructure upgrade.

Orchard Estates 96 Unit Apartment Complex, Surprise, AZ

Ralph Nisenbaum, P.E., managed a challenging five-way split development project on a shale outcropping at the southern upper end of the site down to a sedimentary bed with two streams traversing the site down grade to the southern portion of the site in Cave Creek, Arizona. Ralph performed all engineering work, directed and managed all other aspects and collaborated with his partner, Arvel Jones, RLS for all survey field and office work. Ralph’s contributions included:

- Comprehensive Hydrology & Geotechnical Analysis: Ralph led detailed stormwater (H&H) and geotechnical assessments, particularly for Galloway Wash tributaries, and developed reports covering drainage, soil and subsurface conditions. His design for reinforced concrete encasements protected the water and sewer lines, preserving waterway integrity.

- Infrastructure Upgrades on School House Road: Ralph engineered drainage improvements on School House Road, including roadside ditches and a culvert to manage stormwater and ensure safe vehicular access. His designs met local regulations and supported site access.

- Environmental Stewardship and Detailed Surveying: Ralph and his partner, Arvel Jones, conducted detailed site surveys to locate endangered trees and established a designated nursery for transplantation, ensuring compliance with Cave Creek’s environmental regulations.

- Conflict Resolution & Ethical Leadership: Ralph navigated complex stakeholder dynamics, advocating against cost-cutting measures such as the removal of a $3,000 manhole, a decision that ultimately required a $60,000 corrective excavation. His dedication to ethical practices and quality standards guided his decision-making throughout the project.

- Environmental Innovation: To mitigate construction “scarring,” Ralph developed a method to oxidize scars to blend with the natural landscape. Additionally, he designed a gravity retaining wall using local rock, addressing access, privacy, and aesthetic considerations for the project’s steep areas. Ralph’s technical skills, and commitment to ethical engineering and environmental sensitivity enabled the successful completion of the project, meeting both community needs and regulatory requirements.

We independently reviewed the construction plans and utilized Microsoft Project to optimize the project schedule. Through careful analysis and detailed adjustments, he discovered a critical opportunity—by eliminating the need for two temporary roadways initially planned for traffic bypass, he could streamline the project significantly. This strategic change resulted in savings of $1.2 million, effectively bringing the project back within budget. And realizing a $200,000 profit the project's success. His resourcefulness and commitment to cost-effective solutions showcased the vital role of innovative thinking in transportation infrastructure. The I-19 Intersection Project not only benefited from his contributions but also highlighted Ralph’s potential as a future leader in the field.

ADWR Wastewater Treatment Plant Permitting, Santa Cruz River

Ralph conducted a detailed analysis of the Santa Cruz River using HEC-RAS to determine the levee heights required for 100- and 500-year storm events, essential for attaining certified flood protection as mandated by the Arizona Department of Water Resources (ADWR).

Utilizing AutoCAD Civil 3D, he engineered the levee design and approach road, employing corridor modeling and feature lines to seamlessly integrate the corridors into the plant layout. This modeling included precise representations of gabions and headwaters, facilitating effective erosion control mitigation strategies to protect the Levee.

Ralph developed a strategic haul route to efficiently redistribute levee material, enabling the achievement of the required height without the need to import additional fill material. The Export went into the improved approach road. To ensure project effectiveness, he executed a post-improvement analysis of the HEC-RAS model, confirming that the levee enhancements would satisfy flood protection requirements.

Given the financial pressures from flooding in the Rio Grande region that year, he recommended utilizing in-house resources for the levee improvements, which included bank protection with gabion baskets fabricated similarly to those used in the Galloway Wash project. Additionally, Ralph designed the realignment of the access road to the facility, incorporating upgrades such as automatic gate systems and security camera installations. His ability to combine engineering expertise with practical solutions reflects his commitment to delivering impactful civil engineering projects while effectively managing budget constraints. The International Boundary and Water Commission (IBWC) successfully obtained the plant's renewal operating certification from the Arizona Department of Environmental Quality (ADEQ) because of these improvements.

Ralph Nisenbaum possesses a robust foundation in civil engineering with experience spanning residential, commercial, industrial, and institutional projects. His work has covered comprehensive civil infrastructure, including transportation, water, wastewater, and energy systems, with a consistent focus on efficiency and regulatory compliance. Ralph’s technical skill set includes extensive proficiency in AutoCAD Civil 3D, Bentley Systems analysis platforms, and other essential engineering tools such as the US Army Corps of Engineers Hydraulic Engineering Circulars, USDA TR-55/TR-20, EPANET, and Hardy-Cross network analysis methods. His background in geotechnical lab work and fieldwork for the Alaska Department of Transportation and Public Facilities complements his design experience.

Ralph’s project engineering & management experience includes overseeing DOT projects with responsibilities for quality assurance, contractor oversight, and dispute resolution. His 8,500 hours of supervised surveying experience, including land, topographic, and construction surveying under Arizona and Alaska RLS supervision, further enhanced his project scope. This combination of technical expertise, practical fieldwork, and project management makes Ralph a well-rounded asset in complex engineering environments.

Mr. Spears has over 20 years experience in project and construction management, civil engineering designing and business manager with a Civil Engineering Technologist diploma and Bachelor of Science in Business Administration degree. As well, Mr. Spears is also a Certified Inspector for all phases of construction with the American Public Works Association, Arizona Chapter, and is WHMIS certified (Workplace Hazardous Materials Information System). Mr. Spears has proven success in completion of projects from beginning to full development involving public presentations, clients, consultants, contractors and government officials at all levels - this includes City, County, State, ADEQ, ADOT and various coalitions. He has created cost analysis, budgets, project scheduling and construction coordination for various developments. Mr. Spears experience has been hands-on at project construction sites for inspection and supervision.

Tyler Seely

Project Manager

As a seasoned Project Manager with proficiency in Microsoft Office, Carlson 2022, Trimble Business Center, and Trimble Robotic and GNSS equipment, Tyler brings empowering technical skills and project management abilities to the table. As co-owner and project manager of LT & Associates, He has also gained familiarity with ArcGIS, MATLAB, Python, and SolidWorks. Tyler oversees all project dimensions - right from the bidding process to successful completion. During his 9-years in fiscal management, he maintained company budgets and financials to ensure profitability and responsible capital management. To drive company growth, Tyler collaborates with the co-owner to strategize business expansion and manage talent acquisition. Tyler maintains open and regular communication lines with clients, providing quality service within designated timelines. Tyler’s responsibilities also extend to managing project scheduling, coordinating field crews, and supervising office personnel, harnessing his organizational skills and leadership to optimize performance and client satisfaction.
